Moran Hadas Miller, Adv.

Moran Hadas Miller holds an LL.M with honours from the Hebrew University of Jerusalem and has been a member of the Israel Bar Association for over a decade. She has also participated in legal research and lectured at leading academic institutions.

Moran has extensive experience in contract and real estate law, including as legal advisor to real estate development and construction companies.

She has chosen to channel her rich experience in guiding projects from initial stage through execution, negotiating with developers and authorities, and shaping commercial and legal frameworks into her work at El Galil – Eretz HaGalil.

The El Galil – Eretz HaGalil platform she founded is the practical expression of her professional experience and personal Zionist vision — building the infrastructure that enables communities to settle in the Land of Israel in general, and in the Galilee in particular, with community value, encouragement of aliyah and significant easing of absorption challenges.

Adina Kaizman

Adina is the daughter of olim from Australia and South Africa and grew up with a deep understanding of English-speaking Jewish communities and the aliyah experience. She knows, first-hand, the emotional, cultural and practical bridge between Jewish life abroad and building a life in Israel.

Adina built her home and developed her professional career in Israel. She holds an MBA in entrepreneurship and has rich experience as a personal account manager at a leading Israeli financial institution, accompanying clients through complex life financial decisions.

Her background in sociology, her professional experience, and her familiarity with both Israeli society and English-speaking Jewish communities make her a natural bridge for communities exploring a shared future in Tzfat.

How it works

Initial contact & fit assessment

The community representative approaches El Galil for an initial introductory conversation. The conversation examines the community's needs, scope of interest, the group's character, and fit for a collective purchase process in Tzfat.

Forming a serious group

Given a group of 20+ families with genuine interest, a dedicated community webinar can be held to present the process, the project, the professional framework, and the next steps.

Engagement & activation

Following the formation of a serious group and in accordance with El Galil's accompaniment agreement, an organised process begins — gathering the community's needs, coordinating with the relevant bodies, and leading the collective process.

Connection to city & absorption authorities

El Galil works to create an organised connection between the community and Tzfat Municipality, the Ministry of Aliyah and Integration, and the relevant aliyah organisations — to advance tailored community solutions ahead of the move.

Remote group purchase

The developer presents the project and manages the sales process. El Galil accompanies the community as an organised body, leverages collective power with the developer, and provides a legal framework on behalf of the buyers — reviewing agreements, managing contract comments, and signing remotely.

Preparation for aliyah & absorption

Alongside the purchase process, families advance their aliyah procedures with the relevant bodies. El Galil and the community representative maintain ongoing contact, gather needs from the field, and work to coordinate community solutions with local authorities.

Arrival & establishment in Tzfat — late 2026–2027

Upon move-in, the community arrives in Tzfat as a cohesive group — with a professional address, community accompaniment, connection to the city, and an initial infrastructure for building a meaningful community presence in the Galilee.

The key factor is not the country of origin, but the existence of a serious organised group or community leadership interested in exploring a coordinated community home-buying framework in Tzfat.

What if our community is interested in a different location or project?

El Galil operates across multiple locations in the Galilee and Golan, and works according to the needs and wishes of each community. If Tzfat is not the right fit — we welcome the conversation. We will work together to identify the project and location that best matches your community's character and aspirations.

What about financing and mortgages?

Non-residents can obtain financing solutions from Israeli banks. We recommend consulting with a mortgage advisor before making the final decision — and we can connect you to the right professionals.

When should we reach out?

The project offers a limited number of units — both in the boutique project and in the luxury villas. Experience shows that those who express interest at an early stage enjoy wider selection and the best terms. An initial introductory conversation does not commit you to anything — and it is worth having it while the options are still open.

What do we pay, and to whom?

El Galil's role is to create and coordinate the community home-buying framework: connecting the organised community with suitable residential opportunities, relevant project representatives, municipalities and professional advisors. For this professional coordination and accompaniment, El Galil charges a fixed professional fee agreed in advance. This is a professional accompaniment fee — it is not a brokerage commission and is not presented as a percentage-based real estate commission. The scope of El Galil's services and the fee structure are presented clearly before the contractual engagement with the community.

The purchase price for any home is paid directly to the relevant seller or developer, in accordance with the purchase agreement and the payment schedule agreed between the buyer and the seller. El Galil does not collect or hold the purchase funds for the homes.

What if we want to buy now, but are not ready to make Aliyah yet?

Yes. Not every family considering this opportunity is necessarily ready to make Aliyah immediately. For some families, purchasing now may be a way to secure a future home in Israel, become part of an organised community framework, and prepare gradually for a possible move to Tzfat. In the meantime, use of the property, rental options and ongoing management should be reviewed separately according to the specific project terms, legal documents, tax considerations and applicable regulations.
